Mid-term Evaluation of Projects in Support of Comprehensive Public Administration Reform in Ukraine

PMCG, as part of a consortium led by B&S Europe under the EU’s SIEA Framework Contract Lot 3, together with Evoluxer S.L., has recently started working on a mid-term evaluation of ten projects, conducted by the EU during 2017-2020 concerning comprehensive reform of public administration in Ukraine.

The main objectives of the evaluation are: to provide an independent overall assessment of the past performance of the various actions in support of comprehensive reform of public administration in Ukraine, paying particular attention to its intermediate results measured against its expected objectives; to identify the reasons underpinning such results; and to establish key lessons learned, conclusions and related recommendations in order to improve current and future interventions in the public administration reform area.

The evaluation will reveal the cause-and-effect links between inputs and activities, and outputs, outcomes and impacts. In addition, the evaluation will facilitate an understanding of the performance of the relevant actions, looking at their coherence, relevance, effectiveness, efficiency, sustainability and impact, as well as their enabling factors and any elements hampering proper delivery of results. The evaluators will provide evidence of why, whether and how these results are directly and indirectly linked to the EU intervention and identify the factors driving or hindering progress in order to inform the design of future EU interventions and actions in the same sector.
