Under the EU’s SIEA Framework Contract Lot 3: Human Rights, Peace and Democracy, this mid-term evaluation mission serves to provide an overall independent assessment of projects in support of comprehensive reform of public administration in Ukraine from January 2017 to June 2020.

The main objectives of the evaluation are to provide an independent overall assessment of the past performance of the various actions in support of comprehensive reform of public administration in Ukraine, paying particular attention to its intermediate results measured against its expected objectives. It also strives to identify the reasons underpinning such results, and to establish key lessons learned, conclusions and related recommendations to improve current and future interventions in the public administration reform area.

More specifically, the evaluation team will break down the intervention logic of the actions undertaken to arrive at an updated and shared vision of the intended causal chain underpinning such interventions.

The evaluation will reveal the cause-and-effect links between inputs and activities, and outputs, outcomes and impacts. Moreover, the evaluation will help to establish a better understanding of the performance of the evaluated actions, their coherence, relevance, effectiveness, efficiency, sustainability and impact, as well as their enabling factors and any issues which hampered proper delivery of results. The evaluators will provide evidence of why, whether and how these results are directly and indirectly linked to the EU intervention, and identify the factors driving or hindering progress to inform the design of the future EU interventions and actions in the same sector.

The specific aspects to be evaluated are:

  • The matching of the needs of national and local partners;
  • The materialization of the expected results to date and the factors influencing that;
  • The performance of management teams and their capacity to adapt to changing conditions;
  • The governance mechanisms for the actions;
  • The innovative elements of the actions and the extent to which they have been applied/promoted; and
  • The contribution made towards more coherent and coordinated public administration reform policy making and implementation on the part of the government institutions.
