Enhancing Capacity of Civil Society Representatives in National Security

From 18 September to 10 December 2023, PMCG, as part of a consortium led by ​ GOPA PACE, delivered the Advanced Certified Course on National Security (ACCNS), aimed at building the capacity of civil society representatives by providing certified training tailored to enhance their understanding of key security-related topics. The course was part of the EU-funded “Support to Security Sector Oversight Bodies in Georgia” and fostered informal discussions and networking opportunities between civil society, government representatives, and security sector officials.

On 9-10 December 2023, a two-day crisis simulation game called “Raptoria” was held in Kakheti, Georgia, marking the end of the course. The purpose of the game was to allow participants to play the role of security and law enforcement agencies to better understand the specifics of their functions. At the end of the exercise, participants received certificates for successfully completing the advanced national security course.

A wide range of topics were covered during the sessions, with speakers and experts of significant repute including heads of ministerial divisions, senior research fellows, and deputy ministers. In particular, participants enhanced their understanding of issues such as hybrid warfare, Georgia’s NATO accession prospects, cybersecurity, and the international security context and its impact on Georgia.

As a whole, the project allowed for interactive discussions and professional dialogue between stakeholders, ensuring knowledge transfer, promoting collaborative engagement, and creating an educational space conducive to constructive exchanges. In particular, the Defence Institution Building School (DIBS) housed the series of lectures, leveraging the expertise of high-ranking Georgian security officials and international senior experts to ensure the successful implementation and sustainability of the training courses.
