Igor Gutan

Mr. Gutan is a senior consultant on Regulatory Reform and Better Regulation. He has over 12 years of experience in designing and implementing regulatory reforms, better regulation policy, regulatory impact analysis and standard cost model.

Mr. Gutan led the simplification of over 1.200 administrative formalities in Tunisia, major regulatory reforms in Kazakhstan and Kyrgyz Republic with an overall impact of USD 180 million, “Guillotine Reviews” of laws and by-laws in Moldova, Kosovo, Kyrgyz Republic and Kazakhstan. During his career Mr. Gutan provided advisory services for the institutionalization of regulatory impact analysis and better regulation in Moldova, Kosovo, Iraq, Albania and Armenia. He is well versed in policy analysis and development, legal drafting and legal approximation. Currently Mr. Gutan serves as PMCG’s representative in Moldova.

Mr. Gutan holds Bachelor’s degree in Public Affairs and Law and LL.M in International Law. He is a certified Regulatory Impact Assessment and Standard Cost Model trainer and is fluent in English, Russian, Romanian and French languages.
