Under this project, PMCG is contracted by UNDP to provide training and consultation support (TCS) in public policy to the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs.

The project’s main goal is to build the capacity of the Ministry courtesy of a series of measures to ensure more effective planning and implementation of evidence-based, participatory, and accountable public policy.

As part of the project, PMCG is conducting a needs assessment in the Ministry. In particular, this entails assessing the current policymaking process and identifying gaps therein, as well as evaluating staff capacities and ascertaining which of them require public policymaking training. In addition, PMCG’s team is analyzing the Ministry’s individual and organizational systems, and measuring its capacity to collect and examine policy-relevant data.

Thereafter, on the basis of the need assessment’s findings, the PMCG team will revise and then deliver the public policy planning, analysis, implementation, monitoring and evaluation training package for Ministry employees.

In addition, on-the-job coaching is also being provided to help Ministry personnel to draft policy documents including strategies, action plans, and monitoring reports.

Elsewhere, PMCG is assisting with internal documents, including internal procedures for planning, analysis, implementation, and monitoring and evaluation of policies, embracing gender and social inclusion aspects.

A further contribution, in coordination with the Administration of the Government of Georgia, is the creation of an “Indicator Bank” (with indicators covering various matters, again including gender and social inclusion) alongside the appropriate methodology.

Finally, the team is also putting together a package of recommendations for the Ministry designed to improve its data management and analysis, as well as on mechanisms to institutionalize individual and organizational learning.
