Project Description:

 

PMCG in consortium with Geographics, led by Ecorys Netherlands B.V. under the project funded by the World Bank, is providing assistance to the municipalities of Georgia to support decentralization and facilitation of local self-government reforms.

The project team is supporting local self-governments to strengthen institutional capacities, systems and resources for public service delivery and investment management at the local level in the municipalities.

In order to improve the efficiency and reliability of municipal services infrastructure and to facilitate establishment of an effective local self-government system, PMCG is conducting the following:

  • Analysis of the existing processes for the Asset Management Information System and Capital Investment Planning, and training needs assessment
  • Provision of general introduction and orientation courses in Georgia’s 10 regions
  • Development of a guidebook on preparing the Asset Management Information System and Capital Investment Planning
  • Delivery of trainings in methods of preparing the Asset Management Information System and Capital Investment Planning
  • Provision of assistance of self-governments in preparation of Capital Investment Plans/Priority Investment Plans
  • Provision of on-the-job coaching to municipal staff to produce an Asset Management Information System and Capital Investment Plans
  • Capital Investment Planning (CIP) software: Creation of the requirements of CIP software, including the functional requirements and technical specifications. This includes working with the client/stakeholder to ensure that all of the desired functionality of CIP software is included in the requirements
  • Assisting the client to procure the software, in line with the agreed functional requirements and technical specifications
  • Provision of staff training on using the software, including a 6-month period of trouble shooting response
  • Asset Management Information System software: Creation of the requirements of asset management software, including the functional requirements and technical specifications. This includes working with the client/stakeholder to ensure that all of the desired functionality of asset management software is included in the requirements
  • Provision of assistance to the Client to procure software, in line with the agreed functional requirements and technical specifications
  • Provision of staff training on using the software, including a 6-month period of trouble shooting response
