PMCG, as a subcontractor of Tetra Tech, is implementing a project entitled “Assess PFM in Kutaisi, Marneuli and Oni using PEFA Framework,” as part of the USAID Local Governance Program.

The main goal of the project is to strengthen the PFM capabilities of the Georgian municipalities of Kutaisi, Marneuli, and Oni. It supports selected municipalities in their efforts to strengthen public finance management (PFM) credentials by re-assessing their PFM systems using Public Expenditure and Financial Accountability (PEFA) indicators and comparing the results to those reported in 2019. In the process, a summary of changes to have occurred over the last three years, goals achieved, and progress made as well as the needs for further PFM improvement are being produced and collected.

Moreover, the project team is working in pursuit of the following objectives:

  • To assess PFM systems using supplementary guidance for subnational PEFA assessments;
  • To develop specific systems using additional gender indicators to promote gender-responsive public finance management (GRPFM);
  • To examine PFM systems using additional gender indicators to promote GRPFM;
  • And to revise Government Resolution N2735 and related memoranda of understanding to align with the current vision of the Ministry of Finance (MoF).  

The expected outcomes of the project include: an improved understanding of the PFM systems in Kutaisi, Marneuli, and Oni Municipalities courtesy of using PEFA indicators and supplementary guidance; and the issuing of recommendations to address identified PFM gaps and enhance the PFM systems. This initiative also entails the integration of gender indicators in the assessment of PFM systems, thereby promoting GRPFM. Furthermore, it will revise Government Resolution N2735 and memoranda of understanding to align them with the current vision of the MoF and to facilitate improvements in PFM systems.
