Improving Urban Services Through Social Survey in Ukraine
PMCG has successfully completed the “Final Social Survey under the Second Urban Infrastructure Development Project (UIP2)” in Ukraine. The project was implemented with the support of the World Bank and in cooperation with the Ministry for Development of Communities and Territories of Ukraine.
The project aimed to assess beneficiary satisfaction with municipal utility services. These services included water supply, sanitation, and solid waste management. The assessment followed infrastructure improvements implemented under UIP2. As part of the study, PMCG conducted 5,000 household interviews across nine Ukrainian cities. These cities included Kyiv, Kharkiv, Zhytomyr, Kropyvnytskyi, Cherkasy, Ternopil, Kolomyia, Vinnytsya, and Novovolynsk. Field survey activities were carried out during the summer of 2025.
The research measured changes in service quality, efficiency, and user satisfaction. These were compared to the 2018 baseline social survey. The study provides valuable insights into how infrastructure investments have improved municipal services over the 2018–2025 period.
The assignment included social survey design and large-scale field data collection. It also covered statistical analysis and the preparation of comprehensive analytical reports in both English and Ukrainian. The findings will support project stakeholders in evaluating the impact of infrastructure investments. They will also help identify areas for further improvement in urban utility services. Despite the challenging operating environment, PMCG’s team successfully implemented the research. The team maintained strong attention to data quality, safety protocols, and stakeholder coordination.
