Improving Investment Promotion and FDI Attraction in Jordan
The Economic Reform Activity (ERA) delivered specialized lead generation, outreach and AI training on 8 to 10 February for Jordanian government entities involved in investment promotion and investor outreach, specifically the Aqaba Special Economic Zone Authority (ASEZA) and the Aqaba Development Corporation (ADC).
These sessions advanced U.S. efforts to promote transparent, data-driven, and competitive investment practices that help create a more stable and prosperous economic environment in Jordan.
The training was designed and led by ERA, with technical support from the PMCG as a subcontractor.
Comprehensive Investment Attraction Training
The training program covered the full investment attraction cycle and aligned with U.S. priorities to strengthen global trade, support private-sector–driven growth, and foster markets where American companies can compete fairly. Topics included:
- Global FDI trends and investor expectations
- Types of investors and key investment drivers
- Sector prioritization methods and targeting frameworks
- Development of clear and strong investment value propositions
- Structuring and delivering effective investor pitches
- Lead generation strategies and company profiling
- Utilization of investor databases
- Due diligence and inquiry assessment
- Aftercare systems and investor retention strategies

Integrating AI into Investor Targeting
A core component of the training highlighted AI-enabled investor targeting, reflecting U.S. leadership in emerging technologies and the application of innovation in economic development. Participants learned to:
- Use AI-supported identification and ranking tools
- Establish targeting criteria and weighted indicators
- Apply data-driven methods to accelerate outreach
- Improve pitch delivery through simulations and feedback
Results and Institutional Impact
By combining strategic frameworks, communication techniques, and advanced digital tools, ERA helped strengthen the institutional capacity of ASEZA and ADC. Both institutions are now better positioned to:
- Conduct evidence-based investor targeting
- Engage with global investors more effectively
- Deliver service-oriented investment facilitation
- Support broader economic competitiveness



Contribution to Jordan’s Reform Agenda
Funded by the US Embassy in Amman, the Economic Reform Activity supports the Government of Jordan to implement reforms that promote stability, economic growth, and greater private-sector participation. ERA advances U.S. objectives to:
- Strengthen the business-enabling environment
- Support regional economic stability
- Create conditions for increased trade and investment
- Promote transparent, rules-based economic systems aligned with U.S. values
As a subcontractor under ERA, PMCG supports this effort through targeted technical assistance under ERA.
