Providing Monitoring, Evaluation, and Learning (MEL) Services to USAID/Europe and Eurasia and their Missions

PMCG, as a subcontractor of Integra LLC, has been working on the Europe and Eurasia/Monitoring, Evaluation, Learning, and Decision Support (EE/MELDS) Activity, providing analytical services to USAID/Europe and Eurasia and their respective Missions.

Transformational Economic Growth (EG) Assessment of Serbia

Under the Activity, we started implementing a project entitled Transformational Economic Growth Assessment of Serbia to establish analytic foundations for USAID/Serbia’s next Country Development Cooperation Strategy (CDCS) (2026-2031).

In particular, the assessment examines the forms of tailored economic growth assistance with the potential to effectively support Serbia to advance in its EU integration and the implementation of the recently adopted Growth Plan for the Western Balkans. In particular, it explores the current needs, challenges, and opportunities related to intervention areas in which USAID has historically been engaged. The assessment also sets out to gauge whether there might be additional windows of opportunity to propel Serbia’s EU integration in line with the Growth Plan for the Western Balkans.

Europe and Eurasia/Monitoring, Evaluation, Learning, and Decision Support (EE/MELDS)

The Europe and Eurasia/Monitoring, Evaluation, Learning, and Decision Support (EE/MELDS) Activity is a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract funded by USAID, which aims to provide USAID/Europe and Eurasia with technical and advisory services related to monitoring, evaluation, and learning (MEL) for USAID/Europe and Eurasia projects and activities, to enhance their MEL capabilities, and to collect empirical evidence for programming, learning, and adapting purposes.

The Bureau for Europe and Eurasia’s Monitoring, Evaluation, Learning, and Decision Support (EE/MELDS) is a buy-in mechanism that offers on-demand, flexible and integrated collaborating, learning, and adapting (CLA) practices to advance evidence-based decision-making across the Bureau and the Europe and Eurasia Missions.

The services and expertise provided under the EE/MELDS Activity are categorized into the following five components:

  • Monitoring and Support Services;
  • Performance and Impact Evaluations;
  • Research, Assessments, and Data Analysis;
  • Collaborating, Learning, and Adapting (CLA) Services; and
  • Strengthening Local Capacity for Data-driven Decision-making.
