Shaping Strategic Investment Priorities for Mukhrani Valley Spatial Development Plan
PMCG, in collaboration with Arup and City Institute Georgia (CIG), continues its work on the Mukhrani Valley Spatial Development Plan (MVSDP) – an initiative designed to promote sustainable, inclusive, and well-balanced development in a strategically important area situated between Tbilisi and key national infrastructure corridors. The project is funded by the Asian Development Bank (ADB), with the Spatial and Urban Development Agency (SUDA) serving as the primary client.
On November 25, the second Priority Investment Plan (PIP) Workshop was successfully conducted by consultant team, bringing together members of the Steering Committee and a wide circle of stakeholders to further shape the valley’s long-term development vision.



During the workshop, participants reviewed and discussed 28 priority investment project concepts spanning energy, transport, logistics, roads, agriculture, tourism, and other sectors. These concepts were developed based on the project team’s in-depth research, on-site assessments, field visits and stakeholder input, ensuring each proposed initiative responds to real needs, local conditions, and opportunities for high-impact development.
Throughout the session, stakeholders actively contributed their insights and perspectives on Mukhrani Valley’s future. Working groups evaluated each project by scoring its potential social, economic, and environmental impacts, helping to identify the most strategic and sustainable interventions for the Priority Investment Plan, which serves as one of the key instruments of the Development Plan.
This collaborative and participatory process ensures that the PIP is grounded in both local aspirations and broader development objectives – laying the foundation for a resilient, future-oriented, and inclusive development strategy for Mukhrani Valley.
