PMCG-led Panel at ICGFM International Conference Showcases Jordan’s Public Procurement Reform Achievements
At the ICGFM 2024 International Conference in Washington, DC spanning September 30 to October 4, PMCG hosted a panel discussion on public procurement reforms in Jordan.
This year’s conference brought together over 100 leading figures in public financial management including from private companies, public bodies, financial institutions, and civil society organizations (CSOs) from around the world.
Among the participants were the IMF, World Bank, Deloitte, DAI, Chemonics, and the ministries of finance of various states.
Public Procurement Reforms in Jordan
The panel moderated by David Lezhava, PMCG’s Public Policy Sector Director, showcased the various recent achievements made by the Government of Jordan under the USAID-funded Public Financial Management Activity (PFMA) in which PMCG is engaged as a subcontractor of DAI Global.
During the panel, Director General of Jordan’s Government Tenders Department, Mahmoud Hashim Khliefat delivered a presentation outlining the most important accomplishments, such as modernizing procurement legislation, digitalizing processes, and boosting the capacity of entities and individuals.
In particular, it focused on the country’s successful transition from paper-based to electronic tendering procedures. Notably, that change has significantly enhanced efficiency, transparency, and accountability, and brought greater value for money in public spending.
The panel then covered the steps taken to bring about such modernization, as well as the broader context of Jordan’s public financial management reforms.
Despite facing challenges including regional instability and an increasing inflow of refugees, Jordan has completed numerous key reforms such as new tax legislation, more efficient tax administration, and upgraded budgeting. Crucially, the PFMA has boosted the capacity of Jordan’s Ministry of Finance and other institutions in the process.
Those attending the panel discussion learned how Jordan’s transformative experience could serve as an example for other countries to follow in their quests for greater fiscal sustainability and increasingly prudent public financial management.
ICGFM – Improving Public Financial Management Through Global Cooperation
Established in 1978, the International Consortium on Governmental Financial Management (ICGFM) has for many decades sought to fulfil its mission of improving public financial management via global cooperation and knowledge sharing. PMCG’s CEO and Chairman, Aleksi Aleksishvili, currently serves as the ICGFM’s Vice-President.
With that purpose in mind, its latest conference in the American capital allowed practitioners, policymakers, international organizations, and academics to exchange experiences, ideas, and information to promote good governance, transparency, and accountability in public financial management.
