PMCG Introduces Updated Methodology for Labor Cost Assessment in Georgia’s Construction Sector

On May 8, 2025, PMCG presented an enhanced methodology for labour cost research in Georgia’s construction sector during a collaborative meeting hosted by the Infrastructure Construction Companies Association (ICCA), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and other key stakeholders.
This refined approach is designed to increase the accuracy and reliability of labour cost assessments, supporting more informed decision-making by industry stakeholders and policymakers. The methodology will continue to be piloted and improved in close collaboration with sector actors to ensure its practical application and long-term impact.
The presentation took place as part of the ongoing project titled “Georgia’s Growth Sectors – Empowering the Construction Sector with Reliable Statistical Data on Labor Costs.” Implemented by PMCG since January 2025, the project is commissioned by ICCA and funded by GIZ, in cooperation with Sequa. Its primary objective is to establish a transparent and robust methodology for calculating labour costs, thereby enabling more accurate construction budgeting and contributing to the efficient implementation of infrastructure projects across the country.
Within the project framework, PMCG is responsible for delivering key technical expertise. This includes:
- Assessing current labour cost estimation practices in the construction sector.
- Designing a pilot methodology tailored to specific occupational categories.
- Developing tools and guidelines for comprehensive data collection.
The first pilot survey will target select construction occupations to evaluate the new methodology in a practical setting. Following initial implementation and evaluation, the survey will be expanded to encompass a wider range of construction professions and service types. PMCG will also lead data processing and analysis, prepare a summary report, and deliver training sessions for ICCA personnel to promote long-term adoption of the approach.
The project will conclude with a comprehensive documentation package and a set of strategic recommendations for scaling the methodology nationwide.
Through this initiative, PMCG is contributing to the creation of a more transparent, efficient, and competitive construction sector in Georgia.
