Modernizing Regional Waste Management System in Kvemo Kartli
Representatives from the Solid Waste Management Company of Georgia (SWMCG) and the European Bank for Reconstruction and Development (EBRD) conducted a joint visit to the construction site of the new regional sanitary landfill facility in Tetritskaro Municipality, located in Georgia’s Kvemo Kartli region, to assess project progress and compliance with key standards.
The visit brought together project stakeholders, including the contractor, Atlas İnşaat, and the implementation consultants, HPC Paseco and PMCG. Participants reviewed the ongoing construction works, discussed upcoming milestones, and evaluated adherence to environmental, occupational health and safety requirements, as well as the Design and Notification Plan and technical specifications.
The regional landfill in Tetritskaro Municipality is being developed in full alignment with the EU Landfill Directive and Georgia’s environmental legislation. Once operational, the EU-compliant landfill and its supporting waste transfer stations, will serve the municipalities of Marneuli, Bolnisi, Dmanisi, Tetritskaro, and Tsalka. The project will benefit approximately 300,000 residents, improving waste collection and disposal services while contributing to cleaner, healthier, and more sustainable communities across Kvemo Kartli.
The initiative forms part of the Kvemo Kartli Solid Waste Management Project – Project Implementation Support Services, implemented by the Solid Waste Management Company of Georgia with financial support from EBRD. PMCG, as a subcontractor to HPC, is responsible for reviewing project documentation, preparing tender materials, supporting procurement, and supervising construction. Currently, PMCG oversees construction supervision according to the FIDIC Red Book, ensuring compliance with international best practices, including monitoring work quality, safety, environmental protection, and contractor performance throughout construction and the Defects Notification Period.
Once completed, the landfill will mark a major step forward in modernizing Georgia’s waste management infrastructure. The project will play a crucial role in protecting the environment, improving public health, and promoting sustainable regional development.
