PMCG Advances Circular Economy Solutions Through Industrial Waste Mapping in Moldova
Turning industrial waste into valuable resources starts with understanding where materials are lost and how they can be recovered. PMCG is supporting this process in Moldova through industrial waste mapping, guiding activities such as on-site assessments, engagement with businesses and public institutions in order to identify opportunities for more sustainable and resource-efficient industrial practices.
As part of the EU-funded EU4Green Recovery East programme, PMCG’s Team Leader visited Moldova in September 2026, participating in a series of activities in Chișinău and Bălți alongside the United Nations Industrial Development Organization (UNIDO) and local partner E-Circular.

From Industrial Waste to New Business Opportunities
On 8–9 September, PMCG’s Team Leader joined field visits to industrial enterprises across Chișinău and Bălți to assess industrial waste generation, material flows, and existing waste management practices.
The visits covered a diverse range of industries, including food production, textiles, electronics, plastics, and construction-related materials. Participating enterprises included the Free Economic Zone Chișinău, Steaua Red, Floarea Soarelui, Raut Industrial Park, FinPlast, and CB-TEX.
Working directly with industry representatives, the experts examined opportunities for waste prevention, reuse, recycling, and resource recovery, with particular attention to industrial symbiosis where waste or by-products from one enterprise can serve as valuable inputs for another.
The mission also included consultations with Moldova’s Ministry of Environment and Environmental Agency. Discussions addressed challenges in industrial waste data collection and reporting, regulatory barriers, and investment needs, helping connect industry-level observations with broader policy priorities.

Connecting Industrial Evidence with National Policy
The field assessments were complemented by discussions at the Inter-ministerial Working Group meeting on Green and Circular Economy, held in Chișinău on 10 September.
Bringing together more than 50 representatives of government institutions, international organisations, and development partners, the meeting examined the role of Industrial Waste Mapping in supporting evidence-based policymaking and accelerating Moldova’s circular economy transition.
Discussions focused on opportunities across four priority sectors: agri-food and beverages, textiles and apparel, plastics, and construction materials, as well as their alignment with Moldova’s National Industrial Development Programme 2024–2028.
The insights gathered during the mission will contribute to identifying priority waste streams, improving resource efficiency, and informing practical circular economy interventions.

PMCG’s Continued Engagement in Circular Economy Development
Within the EU4Green Recovery East programme, PMCG provides strategic and technical support to UNIDO for industrial waste mapping activities in Moldova and Armenia.
Through this assignment, PMCG supports the identification of industrial waste streams, resource recovery opportunities, and potential partnerships between enterprises, helping strengthen the evidence base for policies and investments that promote a more circular economy.
The activities in Moldova represent another step in PMCG’s ongoing efforts to advance sustainable industrial development and translate circular economy principles into practical solutions for businesses and communities.
