Shaping Ethical AI Readiness in Ukraine
On January 12 in Lviv and January 15 in Kyiv, PMCG, in collaboration with UNESCO, conducted multi-stakeholder consultation workshops within the framework of the EU-funded project “Assessing Georgia’s and Ukraine’s Readiness for the Ethical and Responsible Deployment of Artificial Intelligence.”
The workshops brought together representatives from public institutions, academia, business, civil society, and the tech community. Together, participants examined how Ukraine can strengthen Ethical AI Readiness in Ukraine through responsible governance, skills development, data protection, and public trust.
Moreover, participants explored AI readiness as a country’s capacity to apply artificial intelligence ethically and in a human‑centered manner. They shared practical experiences and identified common challenges affecting Ethical AI Readiness in Ukraine, including AI governance gaps, education needs, public sector capacity, innovation ecosystems, inclusion, and trust.
As a result, the discussions remained forward‑looking and solution‑oriented. Diverse perspectives helped validate priorities and highlight opportunities for strengthening Ethical AI Readiness in Ukraine across sectors.

As PMCG expert Oleksii Molchanovsky noted, the workshops highlighted both Ukraine’s strengths and risks in AI development. He emphasized the value of active interaction among participants. Therefore, the discussions confirmed the presence of a strong and engaged AI community in Ukraine.
Finally, PMCG will use the insights from both workshops to guide the next analytical steps of the project. Consequently, future recommendations will reflect evidence, local context, and stakeholder input.
