PMCG Welcomes David Tsiklauri as Practice Lead for Private Sector Development
PMCG is pleased to announce the appointment of Dr. David Tsiklauri as Practice Lead for Private Sector Development. David is a senior economist with 30 years of experience in competitiveness, transport and logistics, tourism, agriculture, ICT, and creative industries across the South Caucasus, Central Asia, and Eastern Europe. His work spans strategic planning, investment climate reform, sectoral assessments, and institutional strengthening.
David previously served for nearly two decades as Senior Private Sector Development Advisor and Competitiveness Team Lead at USAID/Caucasus, where he oversaw more than $300 million in programming. His leadership contributed to the creation of over 10,000 jobs, improved access to finance, strengthened business environments, and advanced regional trade and transport initiatives, including the Middle Corridor of Eurasia Region. He has also advised USAID missions in Azerbaijan, Mongolia, and Uzbekistan.
Earlier, as Deputy Minister of Economic Development of Georgia, David led major reforms in transport, logistics, and ICT, supervised state agencies, managed infrastructure investments exceeding $500 million, and represented Georgia in international negotiations. He also served as National Secretary of TRACECA, driving regional transport modernization.
In parallel, David has built an accomplished academic career. For over 20 years, he has been a Professor at the Caucasus University.
In his new role, David will lead PMCG’s work on private sector competitiveness and economic governance, focusing on improving regional connectivity, trade facilitation, and the overall business environment. He will guide efforts to strengthen key transport and logistics corridors, support digital trade and e-commerce readiness, and identify opportunities that enhance private sector growth. Drawing on his expertise in sectoral analysis and investment climate reforms, David will help PMCG deliver evidence-based, practical solutions that boost competitiveness, improve value chains, and support sustainable economic development across the region.
