Olesia Holynska

Olesia Holynska is a local economic development (LED) expert with over 20 years of experience in public administration and policy advisory roles. Currently based in Vinnytsia, Ukraine, she is a doctoral candidate and serves as a senior expert in the Ukraine Governance and Accountability (HOVERLA) program, focusing on investment, socio-economic analysis, and financial management.

In her career to date, she has held notable positions such as Policy Adviser for the U-LEAD with Europe Program, where she developed methodologies for decentralization reform and led extensive training initiatives, impacting over 4,500 local specialists. Meanwhile, as an Associate Professor at the National University Odeska Politehnica, she has authored 230 publications, including 10 in SCOPUS and seven in Web of Science.

Furthermore, Holynska’s expertise encompasses budget management and transparency initiatives, contributing to projects funded by organizations including USAID and GIZ. She has also devised several methodologies for public finance monitoring and gender-responsive budgeting, promoting effective local governance in the process.

She is fluent in English and has a formidable academic background, and consistently demonstrates dedication to fostering sustainable economic growth and enhancing local governance in Ukraine, making significant strides in community empowerment and public sector reform.
