David Tsiklauri

David Tsiklauri is a senior economist and private sector development expert with 30 years of experience across the South Caucasus, Central Asia, and Eastern Europe, advising governments, international organizations, and development partners on competitiveness, transport and logistics, tourism, agriculture, ICT, and creative industries. His work spans strategic planning, investment climate reform, sectoral assessments, and institutional strengthening, with an extensive track record leading World Bank, USAID, and multi-country development initiatives.

During his long tenure as Senior Private Sector Development Advisor and Competitiveness Team Lead at USAID/Caucasus (2006–2025), David directed one of the agency’s most significant economic portfolios in the region. He oversaw more than $300 million across financial innovation, private sector development, agriculture trade diversification, economic governance, and the Middle Corridor transport and logistics programs. Under his leadership, USAID-funded interventions contributed to the creation of over 10,000 jobs, expanded access to finance, strengthened the business enabling environment, and advanced regional competitiveness and trade facilitation. He also provided advisory support to USAID missions in Mongolia and Azerbaijan.

Previously, as Deputy Minister of Economic Development of Georgia (2005–2006), David led major reforms in transport, logistics, and ICT, including early digitalization initiatives. He oversaw state agencies and guided infrastructure investments exceeding $500 million, while representing Georgia in international negotiations. In parallel, he served as National Secretary of TRACECA, advancing cross-border transport modernization and regional cooperation.

David has also built a distinguished academic career. For over two decades, he has been a Professor of Marketing at Caucasus University, teaching research methods, marketing, strategic marketing, and supervising master’s students working on their dissertations. Since 2025, he additionally serves as Director of Strategy and Research Facilitation, where he leads university-wide strategic planning, research development, and research grant programs.

A Senior Advisor at Policy and Management Consulting Group (PMCG), David provides high-level expertise to governments and international organizations on economic governance, transportation and logistics, digital transformation, and private sector competitiveness. His work includes designing reform strategies, conducting sectoral assessments, and facilitating stakeholder dialogue for evidence-based policymaking.

David holds a Doctor of Business Administration (PhD) from Caucasus University, along with master’s degrees in Public Administration and Business Administration, supplemented by international training programs in the United States.
