Arpine Porsughyan

Arpine Porsughyan, Country Lead for Armenia at Policy and Management Consulting Group (PMCG), brings over 15 years of experience in Monitoring, Evaluation and Learning (MEL), data analysis and evidence use, performance management systems and institutional capacity strengthening.

Before joining PMCG, she led USAID/Armenia’s MEL portfolio, advising cross-functional teams and more than 40 implementing partners on strategic MEL practices. She previously served as the M&E Officer for the UN World Food Programme in Armenia, where she institutionalized the M&E Unit and established data systems that improved data consistency, government coordination, and emergency response.

Arpine has worked across nine countries, informing policies and programming through more than 30 large-scale evaluations and research initiatives in food security, social protection, civic education, migration, and gender-based violence.

She holds a Master’s Degree in Social and Public Policy from Duquesne University (Pittsburgh, USA), where she was an Edmund Muskie Fellow, and a Master’s Degree in Social Sciences from Tbilisi State University. She is fluent in Armenian, English and Russian.
