Armen Grigoryan

Armen Grigoryan, Senior Advisor at PMCG has extensive professional experience in strategic governance, national and regional security, international relations, diplomacy, conflict resolution, peacebuilding, institutional reform, and crisis management.

Prior to joining PMCG, Mr. Grigoryan served as Secretary of the Security Council of Armenia from 2018 to 2026, where he was responsible for strategic national security policymaking, coordination of interagency decision-making on security and foreign policy, and representation of Armenia in high-level international negotiations and strategic dialogues. He also oversaw crisis management and resilience planning initiatives and contributed to diplomatic engagement on issues affecting peace, security, and cooperation in the South Caucasus.

During his public service, Mr. Grigoryan led several major institutional reform processes. He coordinated the governmental initiative that resulted in the establishment of Armenia’s Foreign Intelligence Service and chaired the working group responsible for developing Armenia’s Comprehensive Defense and Security System Vision and Action Plan. In 2021, he also served as Acting Minister of Foreign Affairs of Armenia.

At PMCG, Mr. Grigoryan applies his senior-level policymaking and diplomatic experience to assignments related to governance, regional cooperation, institutional development, and strategic policy. His work also includes involvement in the TRIPP feasibility assessment, an initiative aimed at strengthening regional connectivity through Armenia and supporting broader opportunities for cooperation, peace, and prosperity in the region.

In addition to his government experience, Mr. Grigoryan has worked in democratic governance, accountability, civil society development, policy analysis, research, and academia. He has authored analytical articles, policy papers, and academic publications on governance, national security, democratization, and geopolitical affairs, and has delivered lectures on international relations, public diplomacy, and security policy.

Mr. Grigoryan holds a master’s degree in Political Science and International Affairs from the American University of Armenia and a bachelor’s degree in International Relations from Yerevan State University. He is fluent in Armenian, English, and Russian.
