Supporting Uzbekistan’s Industrial Growth Through Metrology Reform

Uzbekistan is advancing an important reform of its national metrology system to strengthen industrial development, improve product quality, and support long-term economic growth. Reliable measurement systems are essential for modern industries, international trade, consumer protection, and technological innovation. Through this initiative, Uzbekistan aims to build a stronger and more internationally aligned quality infrastructure that can better support businesses, public institutions, and economic modernization.

As part of the project, an evidence-based policy brief will be prepared to assess the expected impact of the reform and define the future development priorities of the national metrology system, including the role of UzNIM. The assessment will provide practical recommendations on institutional strengthening, sustainable financing, and modernization of services. Ultimately, the project is expected to help decision-makers create a more effective and resilient metrology system that supports industrial competitiveness, innovation, and export growth.

The project is funded by the Physikalisch-Technische Bundesanstalt (PTB), Germany’s National Metrology Institute, which supports the development of quality infrastructure and metrology systems internationally.

Strengthening Uzbekistan’s National Metrology System

The project will review Uzbekistan’s current legal, regulatory, and institutional metrology framework to identify areas that require modernization and improvement. This includes an assessment of UzNIM’s financing model, technical infrastructure, staffing capacity, and service delivery system.

The analysis will also examine how responsibilities can be more effectively distributed between public institutions and private sector actors. By identifying technical gaps and future investment needs, the project aims to support the creation of a more sustainable and efficient metrology system capable of meeting growing industrial demand.

Supporting Industry, Innovation, and Trade

A strong metrology system plays a critical role in economic development. Accurate measurement standards help industries improve efficiency, maintain product quality, support innovation, and comply with international trade requirements. They also strengthen consumer protection and improve confidence in products and services.

Through international benchmarking and case study analysis, the project will demonstrate how investment in national quality infrastructure contributes to stronger industrial performance, increased competitiveness, and better integration into global markets. The findings are expected to support reforms that can enhance Uzbekistan’s export potential and encourage technological advancement across key sectors.

Delivering Practical Recommendations for Long-Term Development

The project will conclude with consultations and validation workshops involving government institutions, technical bodies, laboratories, and private sector representatives. These discussions will help ensure that the final recommendations are practical, realistic, and aligned with national priorities.

The final outputs will include a policy brief and presentation summarizing the key findings and recommendations. The project is expected to provide Uzbekistan with a clearer roadmap for developing a modern, reliable, and internationally recognized metrology system that supports sustainable economic growth and industrial modernization.
