Turning Industrial Waste into Circular Economy Opportunities in Armenia and Moldova

PMCG has secured a contract under the EU4Green Recovery East programme. The European Union finances this initiative to promote greener, more resilient, and more inclusive economic development in the Eastern Partnership countries.
The programme supports sustainable growth by advancing policy reforms, strengthening institutions, and implementing practical measures. In particular, it focuses on the circular economy, resource efficiency, and pollution reduction. Moreover, a consortium of European institutions and international organisations implements the programme. These include the Environment Agency Austria, Expertise France, OECD, UNECE, OiEau, and the United Nations Industrial Development Organization (UNIDO).
Within this framework, UNIDO leads the programme component dedicated to promoting circular economy practices across industrial value chains. In this context, UNIDO has engaged PMCG to deliver strategic and technical services. Specifically, PMCG supports the implementation of industrial waste mapping activities in Armenia and Moldova.
The assignment supports the transition to more circular and resource-efficient industrial practices. To achieve this, PMCG will map industrial waste streams at regional and cluster levels. As a result, the work will identify opportunities for waste reduction, reuse, and valorisation. Furthermore, it will support the development of industrial symbiosis by enabling companies to explore resource exchanges and improve material efficiency.
The project will run for 12 months and will be implemented in close cooperation with UNIDO and national partners in both countries. Consequently, the results will support evidence-based policymaking and enhance industrial resource efficiency. In addition, they will promote circular economy practices at national and regional levels.
Overall, this assignment contributes to the European Union’s broader efforts to support green recovery and environmental sustainability across the Eastern Partnership region.
