PMCG, as part of the IBF IMPACT Consortium, is implementing the EU-funded project “Technical Assistant to Support the European Affairs section within the Egyptian Ministry of Planning, Economic Development and International Cooperation.”  The initiative is embedded in the broader EU–Egypt Strategic and Comprehensive Partnership and is designed to strengthen institutional capacity for managing EU-funded development cooperation, while aligning with the Partnership Priorities, the Multiannual Indicative Programme (2021–2027), and Egypt Vision 2030.

The overall objective of this project is to ensure the smooth and effective implementation of EU–Egypt development cooperation frameworks. More specifically, it aims to build institutional and technical capacity within MoPEDIC’s European Cooperation Sector (ECS) and, where necessary, other line ministries, so that they can effectively plan, monitor, and deliver EU-funded programmes and projects. This includes strengthening the ability of staff to engage in blended finance and guarantee schemes, improving monitoring and evaluation systems, enhancing coordination of Official Development Assistance (ODA), integrating cross-cutting priorities such as gender equality and climate action, and developing expertise in innovative financial modalities such as debt swaps. In addition, the project also extends to supporting the Macroeconomic Analysis Unit (MAU) of the Ministry in advancing macroeconomic modelling, forecasting, and debt sustainability analysis, thereby equipping the institution with tools to address Egypt’s evolving policy challenges.

By equipping MoPEDIC and its affiliates with stronger systems, better skills, and advanced policy tools, the project contributes to evidence-based governance, improved resilience, and alignment of Egypt’s national development strategies with the EU’s external action priorities.
