Project Description:

 

The overall objective of the project is to improve the reliability, safety and efficiency of public transport. More specifically, it aims to support the Tbilisi Transport Company (TTC) in the development of a Sustainable Urban Mobility Plan (SUMP), providing an essential planning tool for Tbilisi in the establishment of sustainable mobility solutions, including public transport. 

PMCG, as part of the consortium led by Mott MacDonald CZ, is assisting TTC in three main directions:

  • Improving its commercial standing, service and environmental/social performance by supporting the identification, implementation and, where necessary, establishment of the corporate, financial, operational and environmental/social management standards required to adhere to the relevant covenants included in the EBRD’s financing documents.
  • Developing a medium-term focused Corporate Development Programme (CDP) and improving its corporate planning capacity to assist the ongoing transition towards becoming a self-sustaining entity with commercially sustainable operations, as well as implementing the Environmental and Social Action Plan (ESAP) developed for TTC by the EBRD.
  • Implementing a stakeholder participation program aimed at enhancing public ownership by encouraging the use of public transport, increasing public participation in the provision of public transport services (service quality and rehabilitation activities) and raising public awareness about issues related to project implementation.

As a result of the collaboration, TTC should be enhanced institutionally, should obtain a medium-term CDP and corporate planning capacity, and should become a self-sustaining entity with commercially sustainable operations.
