Supporting Uzbekistan’s Industrial Growth Through Metrology Reform

Uzbekistan is reforming its national quality infrastructure system to strengthen competitiveness, industrial development, improve product quality, align with international standards and support long-term economic growth. As part of this effort, PMCG is preparing an evidence-based policy brief that assesses the expected impact of the reform of metrology system and defines specific recommendations for future development priorities. Accurate measurement systems are essential for industrial development, competitiveness, consumer protection, and innovation. Therefore, the reform will help Uzbekistan build a stronger and more internationally aligned quality infrastructure system. In turn, this will support businesses, public institutions, and industrial modernization across the country.
Through this project, experts will prepare an evidence-based policy brief that evaluates the expected impact of the reform and defines future priorities for the national metrology system, with a specific focus on Uzbek National Institute of Metrology. The study will provide practical recommendations on institutional development, sustainable financing, and service modernization. The project will include consultations and validation workshops involving government institutions, technical bodies, laboratories, and private sector representatives. These discussions will help refine the final recommendations and ensure alignment with national priorities.
The project is funded by the Physikalisch-Technische Bundesanstalt (PTB), Germany’s National Metrology Institute, which supports the development of quality infrastructure and metrology systems internationally.
