Skills Needs Assessment in the Agricultural Sector and Comparison with Training Offers, Focusing on Gender Equality

The project aims to support the European Training Foundation (ETF) in the preparation of a new activity in the technical and vocational education and training (TVET) reform in Rwanda, placing an emphasis on centers of excellence in the agricultural sector and on gender equality.

PMCG is providing its valued expertise in labor market analysis, particularly with regard to gender and agriculture. More precisely, PMCG is assisting the ETF with information and data compilation on the labor market structure and functioning, the agricultural sector as a whole, and the agri-food processing sub-sector in particular, treating gender equality as a transversal theme. Efforts here include:

  • Collecting existing literature on the functioning of the labor market and selected economic sectors and sub-sectors, as well as on gender to complement the mapping prepared by the ETF;
  • Gathering published data and statistics; 
  • Yielding unpublished data and intelligence through structured interviews; and
  • Supporting the ETF in organizing field missions, including scheduling meetings, arranging local transportation, and ensuring interpretative support.   

PMCG is drafting a summary of findings from the labor market assessment and the gender analysis. Moreover, it is providing written input to the ETF’s country report on the current and future skills needs in the agricultural sector, which includes a dedicated section on gender.
