PMCG is helping Turkmenistan to strengthen the country’s capacity to anticipate future workforce and skills needs and better align education and training systems with demographic dynamics, labour market demand, and national economic transformation priorities.
The project combines demographic analysis, labour market intelligence, skills forecasting, institutional assessment, strategic foresight, and digital solutions to establish an integrated and evidence-based approach to human capital planning.
Building an Evidence-Based Human Capital Planning System
The project assesses Turkmenistan’s demographic trends, labour market dynamics, education and training systems, and existing and emerging skills gaps. Particular attention is given to population growth and age structure, labour force participation, migration, education-to-employment alignment, and skills needs in priority and high-potential sectors, including digital, green, and innovation-driven industries.
The analysis will establish a national baseline for human capital planning and identify opportunities to better leverage demographic trends in support of sustainable economic development.
Strengthening Skills Governance and Institutional Coordination
PMCG is conducting an institutional and governance assessment covering the key public institutions, education providers, statistical bodies, training organizations, and private sector stakeholders involved in human capital development.
The project will identify institutional and capacity constraints and provide recommendations to strengthen interagency coordination, data-sharing mechanisms, and the integration of demographic and labour market evidence into policy and planning processes.
Developing Skills Foresight and Scenario-Based Planning
A key component of the assignment is the development of an analytical model linking demographic projections, education outputs, and labour market demand.
Using foresight, forecasting, and scenario-planning approaches, the project will support Turkmenistan in anticipating future workforce requirements, identifying emerging skills needs, and developing strategic directions for human capital development aligned with the country’s economic diversification and modernization objectives.
Designing a Concept for an AI-Enabled Digital Platform
The project will also develop a conceptual framework for an AI-enabled digital platform supporting demographic projections, skills forecasting, labour market intelligence, scenario analysis, and policy simulation.
The concept will define functional requirements, data architecture, interoperability principles, and recommendations for phased implementation, institutional ownership, and long-term sustainability, while incorporating principles for the ethical and responsible use of AI and sensitive data.
Building National Capacity for Forward-Looking Workforce Planning
Throughout the assignment, PMCG will work closely with UNDP, the Ministry of Education of Turkmenistan, and other national stakeholders through consultations, technical discussions, foresight sessions, and capacity-building activities.
The final National Human Capital Foresight and Skills Planning Framework will bring together demographic scenarios, skills forecasting tools, governance arrangements, strategic directions, and policy recommendations, providing a practical foundation for more coordinated and forward-looking human capital planning in Turkmenistan.
