PMCG, as part of a consortium led by EPRD is conducting an ETF-funded project entitled “Monitoring system performance for lifelong learning: Torino Process Level”.
In collaboration with the European Training Foundation, PMCG is contributing to the 2025 round of the Torino Process (TRP) Level 1. This initiative focuses on monitoring the performance of education and training systems across partner countries to assess how effectively they support inclusive and flexible lifelong learning opportunities.
The Torino Process is a multiannual review of vocational education and training (VET) systems in East and South-East Europe, Central Asia, and the Southern and Eastern Mediterranean. Through systematic evidence collection, it helps countries understand their human capital development challenges and mobilize policy solutions that improve skills, employability, and socioeconomic stability.
The main objective of the project is to collect and analyze evidence-based data through country-specific questionnaires on education and training system performance. By combining statistical indicators with qualitative self-assessments from in-country experts, the project ensures reliable and contextualized evidence. This dual approach will provide valuable insights to strengthen the alignment of education and training systems with labour market needs, while also supporting the development of inclusive and flexible lifelong learning opportunities.
The project involves conducting desk research in 23 ETF partner countries (later expanded to 25 with Egypt and Turkmenistan) and preparing draft and final versions of the country questionnaires in relevant languages. The project will strengthen ETF’s capacity to monitor lifelong learning systems across its partner countries and provide robust, comparable evidence to guide policy development. The results will help ensure that education and training systems contribute effectively to employability, , and sustainable socio-economic development in line with the EU’s external action goals.
