PMCG has been contracted by The World Bank Group to support the Government of Albania (GoA) to improve its economic and doing business environment.

In order to reach the objectives, PMCG consultants are assisting the Ministry of Economic Development, Tourism, Trade and Entrepreneurship (MEDTTE) and conduct the following tasks:

A. High level policy advising and technical assistance in business enabling environment:

  • Conduct general assessment of the current situation to identify the regulatory framework and environment-creating impediments for economic growth;
  • Conduct face-to-face interviews, meetings and discussions with all key stakeholders among the Government of Albania, private and international organizations;
  • Conduct workshops and discussions to identify policy priorities;
  • Develop recommendations on improving the business enabling environment;
  • Develop an action plan and roadmap for reforms;
  • Support the GoA in drafting terms of reference for international development programs in economic development and the business enabling environment.

B. Improve Tax and Customs Administration:

  • Conduct assessment of the institutional framework, assess the system and develop gap analysis and evaluation of the present set of business processes, procedures, paperwork, institutional information, and advise on improving institutional performance of tax and customs administration;
  • Provide advice and illustrate international experience in tax and customs administration;
  • Provide policy advice regarding economic development and fiscal departments reform, with focus on tax and customs reform;
  • Provide recommendations and roadmap of reforms.

C. Improve the service delivery at National Registration Center (NRC) and National Licensing Center (NLC):

  • Conduct assessment of the legal and institutional framework;
  • Develop the gap analysis and identify areas of improvement;
  • Develop the general roadmap for the reforms, recommendations to support the formation of a one-stop-shop for public services, in particular for the National Registration Center (NRC) and National Licensing Center (NLC);
  • Together with the GoA, select and agree on the pilot sectors/services to be covered in the analysis and provide recommendations on improving the administration (e.g. construction licensing and permitting).
