PMCG, as part of a consortium led by NTT DATA and IBF International Consulting, has been awarded an EU-funded project under FWC SEA Lot 4: Sustainable transport, infrastructures, green cities, connectivity, and sustainable mobility. The project, running from April to December 2025, aims to improve access to basic services and strengthen climate resilience for rural communities in Southern Belize and at border crossings with Guatemala.

The assignment addresses critical challenges in rural areas, where inadequate water and sanitation services, deteriorating roads, unreliable electricity supply, and poorly maintained drainage systems have increased the vulnerability of local populations. In particular, the rapidly growing community of Bella Vista faces severe flooding and waterlogging issues that threaten public health and hinder sustainable urban development.

Over the four-month implementation, the consortium will carry out a comprehensive review of existing studies and data, conduct in-depth field assessments in eight to ten rural communities, and engage closely with stakeholders at the national, district, and community levels. This collaborative approach will ensure that the needs and perspectives of local authorities, community organizations, and residents are fully reflected in the findings and recommendations.

Advanced hydrological and hydraulic analyses, including the use of 1D and 2D modelling techniques, will be performed to evaluate drainage systems and flood risks, particularly in Bella Vista. Based on these analyses, the team will develop practical and cost-effective solutions to enhance water and sanitation access, upgrade feeder roads and electricity infrastructure, and modernize administrative facilities at border crossings. The project will culminate in a set of prioritized, actionable recommendations and a detailed drainage plan that integrates climate resilience and sustainable development principles, providing a roadmap for future infrastructure investments in Southern Belize.
