PMCG Research is conducting a comprehensive evaluation of U.S. Embassy-funded English language programs in Georgia. The study assesses their effectiveness, strategic value, efficiency, and sustainability. Its findings will support evidence-based decisions on future programming.

Assessing Program Results and Long-Term Outcomes

The evaluation examines whether English language and teacher development programs have achieved their intended educational and professional outcomes.

Specifically, it explores how participants develop and apply new knowledge and skills. It also considers their educational and professional opportunities, as well as longer-term program effects.

Where appropriate, the study draws on evidence and methodologies from previous evaluations. This approach helps identify changes over time and patterns across programs and participant groups.

Applying a Comprehensive Mixed-Methods Approach

PMCG Research uses a mixed-methods approach to assess program performance. This includes desk research, quantitative and qualitative data collection, stakeholder consultations, and participatory evaluation methods.

In addition, the team will compare evidence from multiple sources to develop a comprehensive understanding of program results. Throughout the process, it will maintain rigorous standards for data quality, confidentiality, and research ethics.

Examining Efficiency and Sustainability

Beyond measuring outcomes, the evaluation examines the efficiency and cost-effectiveness of English language programming. It also identifies opportunities to strengthen the sustainability of successful interventions.

To achieve this, the study reviews implementation arrangements, resource use, and institutional ownership. Furthermore, it assesses whether the results achieved can be sustained over time.

Supporting Evidence-Based Future Programming

PMCG Research will collaborate closely with the U.S. Embassy and relevant stakeholders throughout the assignment. Through this collaboration, the team will translate evaluation findings into practical conclusions and recommendations.

Ultimately, the evaluation will provide the U.S. Embassy with evidence-based findings and actionable recommendations. These insights will support the design, prioritization, and effectiveness of future English language programming in Georgia.
