PMCG is implementing a Final Impact Study of the VET3 (Vocational Education & Training) Program’s Agriculture component in Georgia, aiming to evaluate its outcomes, sustainability, and relevance to the labor market. The study employs a mixed-methods design, merging desk review, qualitative and quantitative strands, to deliver a holistic assessment.

  • Desk Research: Review of prior phase reports, project documentation, monitoring data, and national statistics to inform instrument development and frame analysis.
  • Qualitative Component:
      • Four Focus Group Discussions (FGDs) with beneficiaries (farmers & A-VET graduates) to understand beneficiaries’ perceptions and experiences.
  • Quantitative Survey: Stratified random sampling of two beneficiary populations (farmers and A-VET graduates), with rigorous quality control.
  • Triangulation & Analysis: Integrate qualitative and quantitative findings against logframe indicators, disaggregated by gender, region, and age, to derive evidence-based recommendations.
