PMCG is working on a policy brief to support the Construction Materials Standards Transition from GOST to EN/International standards in Georgia, the initiative aims to identify the main factors that continue to drive the use of GOST standards and develop practical, evidence-based recommendations for policymakers.

Georgia’s construction sector is one of the fastest-growing sectors of the economy and an important contributor to the country’s GDP. While Georgia aims to expand the use of EN/International standards in construction materials, GOST standards remain common in practice.

Supporting Construction Materials Standards Transition

The project will assess the challenges associated with transition through research, data analysis, and consultation with key stakeholders. PMCG will examine the use of GOST requirements in public procurement and review relevant accreditation practices. The research will also compare GOST and EN/International standards to provide a clearer understanding of their key differences.

Stakeholder engagement will play an important role throughout the project. PMCG will consult construction materials companies, testing laboratories, public institutions, business associations, and educational institutions. These discussions will help verify the identified challenges and provide insights into practical solutions.

From Research to Policy Recommendations

The findings will form the basis of a policy brief outlining the main barriers to wider use of EN/International standards and proposing practical recommendations to address them. The recommendations will draw on evidence collected during the research and feedback from relevant public and private sector stakeholders.

The final policy brief will also support dialogue among government institutions, businesses, testing laboratories, educational institutions, and other actors involved in Georgia’s construction materials sector.

Through this initiative, PMCG aims to contribute to a more informed and evidence-based Construction Materials Standards Transition in Georgia. The project will help policymakers and industry stakeholders better understand existing barriers and identify practical ways to encourage wider use of EN/International standards. Ultimately, the Construction Materials Standards Transition policy brief will provide a practical foundation for addressing current challenges and supporting further progress in the sector.
