PMCG, under contract with UNESCO, is implementing the AI Readiness Assessment of Georgia, project designed to provide an evidence-based foundation for the country’s first National Artificial Intelligence (AI) Strategy. The assignment is part of UNESCO’s global initiative to advance the Recommendation on the Ethics of Artificial Intelligence, adopted by 193 Member States in 2021.
Georgia AI Readiness and Policy-Oriented Country Report
Through this project, PMCG applies UNESCO’s Readiness Assessment Methodology (RAM) to evaluate Georgia’s preparedness for the ethical and responsible use of AI. The assessment examines legal and regulatory frameworks, technical infrastructure, economic and scientific capacity, educational readiness, and the social and cultural context. It identifies opportunities, gaps, and priority reforms to guide a comprehensive, ethical national AI strategy.
The process includes extensive multistakeholder consultations — a national kick-off event and regional workshops in Tbilisi, Batumi, Kutaisi, and Telavi—ensuring the perspectives of government, private sector, academia, civil society, and underrepresented groups are fully reflected. PMCG employs a backcasting approach to envision Georgia’s AI future and charts the steps required to reach it.
UNESCO AI Readiness Assessment (RAM)
The RAM framework helps countries understand their current position on the AI governance spectrum and highlights the institutional and regulatory changes needed for ethical and inclusive AI deployment. Findings are synthesized into a policy-oriented country report with actionable recommendations for regulatory reform, institutional strengthening, and capacity building, serving as a roadmap for Georgia’s AI governance and strategy.
The project follows five integrated components:

Ukraine AI Readiness and Policy-Oriented Country Report
Alongside the work in Georgia, PMCG is about to start AI Readiness Assessment in Ukraine. Through the UNESCO RAM approach and wide-ranging stakeholder engagement, the project will provide Ukraine with an evidence-based pathway toward its first National AI Strategy.
