Description of the Project

The USAID/Public Administration Reform (PAR) program has been partnering with the Government of Georgia and providing technical assistance to improve various Ministries’ organizational capacity and effectiveness of operations. In this respect, PAR has already facilitated number of performance management trainings for senior and middle level managers. It needs to be mentioned, that based on the discussion with of the Government of, it was decided to develop the strategic plan with the Ministry of Justice of Georgia. PMCG and GEA consultants under PAR coverage have started assisting the Ministry of Justice of Georgia to develop its 3-Year strategy. The SP process in the Ministry is anticipated to be completed by July, 2009.

PMCG and GEA will develop following activities:

(1) Develop a 3-Year Strategic Plan of Ministry of Justice; 
(2)   Develop action (work) plans and performance indicators for 2009 for each department of the Ministry of Justice; 
(3) Conduct stakeholders meetings to get stakeholders input on the 3 year Organizational Strategic Plan;
(4) Develop internal monitoring tools for implementing 3-year strategic plan and 2009 action (work) plans;
(5) Train Ministry of Justice managers in internal monitoring methodology;
(6) Conduct monitoring of implementation agenda of the strategic plan
