PMCG Submit Final Analytical Report for Program Budgeting Capacity Building Project in Ajara
On 13-17 May, the PMCG team gave several presentations in Batumi, Ajara within the project: Strengthening GoARA Institutional Capacity for Program Budgeting funded by USAID Good Governance in Georgia(G3) Program.
All inception phase activities had been planned by the project team, with the donor’s consent. They had several preliminary discussions with Deputy Ministers and other high level officials aimed towards reaching a project working plan agreement.
The main purpose of these meetings was to introduce the final analytical report of the GoARA program’s budgeting process as well as the detailed project action plan agreed with the GoARA leadership.
The analytical report of the GoARA program’s budgeting process describes the legislative framework and current practice of medium term planning and program budgeting of the Ajara Autonomous Republic.
More precisely, the report covers the following topics:
– Mid-term planning and designing priority document;
– Analysis of legal framework;
– Designing priorities document – current practice;
– Issues of the priorities document;
– Program budgeting;
– Current legislative framework;
– Current practice of program budgeting;
– Midterm planning processes improvement etc.
The last day of the visit, PMCG’s experts conducted a workshop and round-table discussion with the stakeholders. Our team introduced the overall objectives of the project and main findings about the GoARA Program Budgeting process.
