Organizational Design Expert – Institutional Governance & HR Transformation

Activity Area: Establishment and operationalization of a new institutional hub and free-zone–related ecosystem for IT-enabled services.

Global Objective
Provide expertise in shaping the governance, human resources (HR) systems, and organizational structure of a new ITES-focused hub to ensure its long-term sustainability, efficiency, and competitiveness in line with international best practices.

Specific Objectives of the Assignment

  • Organizational Structure & Governance: Design institutional structure, reporting lines, and decision-making mechanisms aligned with global free-zone and agency models.
  • HR Frameworks & Policies: Develop policies for recruitment, performance evaluation, training, and staff retention.
  • Change Management: Guide the transition to a new institutional identity, embedding a performance-driven culture.
  • Capacity Building: Support staff development through tailored training roadmaps, mentoring frameworks, and sustainability planning.
  • International Practices: Benchmark organizational design and HR systems against leading international investment promotion agencies, free zones, and tech parks.

Qualifications and Skills

  • Master’s degree in human resources management, organizational psychology, public administration, or a related field from a recognized international institution.
  • Strong analytical, policy development, and writing skills.
  • Excellent facilitation and presentation abilities, including leading training workshops.
  • Proficiency in modern HR tools and digital collaboration platforms.
  • Fluency in English (written and spoken).

Professional Experience

  • Minimum 10 years of professional experience in HR, organizational design, and change management in public institutions, free zones, or large-scale investment agencies.
  • Proven experience in HR transformation projects, policy development, and institutional restructuring.
  • Track record in designing staff development programs, performance frameworks, and governance systems.
  • Experience in advising governments, development agencies, or private institutions on organizational reform and HR capacity building.
  • Familiarity with the operational needs of investment promotion agencies, free zones, or tech parks is highly desirable.
  • Prior experience working with international development partners (e.g., World Bank, IFC, EU, UN) is an advantage.

Duration & Location

  • Duration: 24 months.
  • Tentative start: Q4 2025.
  • Location: Hybrid – combination of in-country missions and remote support.
