Project Description:

 

The main objective of the project is to rehabilitate/implement environmentally friendly communal infrastructure in Mtskheta-Mtianeti region. The project aims to improve communal services provision for the population in an environmentally friendly, energy-efficient, and sustainable manner. Moreover, the project’s goal is to prepare Legally Binding Land Use Plan for Stepantsminda.

PMCG, as part of a consortium led by P2M Berlin together with IDOM, is working on feasibility studies for communal infrastructure to improve both the environment and tourism prospects with a focus on the following activities:

  • Elaboration of basic data on existing physical communal infrastructure as well as designing parameters for a future system (drinking water supply and sanitation infrastructure and other communal infrastructure such as storm water management as required)
  • Assessment of the present situation of wastewater disposal in the service areas, comprising evaluation of key data of sewerage systems and on-site sanitation facilities, as well as evaluation of operation results of the existing wastewater treatment plant including sewage sludge disposal
  • Analysis of the legal framework for water supply and sanitation
  • Development of an institutional concept for water supply and sanitation services as well as other infrastructure provision
  • Development of an economic concept on how to finance the necessary improvements as well as to cover management and operational costs in a sustainable fashion.
  • Preparation of preliminary design and elaboration of the feasibility report and feasibility workshop. Namely: o Hydro-geological and Water Quality Investigations
     o General and Technical Plans and Concepts (Screening of alternative technical options in the light of their technical, environmental, socio-political and financial feasibility)

            o Preliminary Design for the First Investment Phase
            o Environmental and Social Impact Analysis;

  • Preparation of land use plan in the following steps:

            o Separation of residential, mixed residential-commercial, commercial, industrial, touristic, protected, reserved and special purposes land types (e.g. infrastructural units, sports complexes, shopping malls etc.)
            o Development of the regulations related with each type of land use defined in the Plan will include the mandatory uses in each zone, the uses allowed, building density, construction K1, K2, K3 coefficients and other relevant elements of each area;

As a result of the project, Mtskheta-Mtianeti region should establish environmentally friendly communal infrastructure as well as enhance its environmental protection and water resource conservation. All of the project activities will have improve the socio-economic situation in the region, improving the population’s health and reducing the poverty level at the same time.
