Introducing the Performance Monitoring and Evaluation System (PMES) to all Municipalities of Georgia
With the purpose of enhancing good governance and sustainable development in the municipalities of Georgia, on February 1-5, together with the National Association of Local Authorities of Georgia (NALAG), we conducted an online training course for 168 representatives from all municipalities of Georgia, in order to introduce the concept of the Performance Monitoring and Evaluation System (PMES) as well as the application of the corresponding informational platform software, ensuring better measurement of the municipalities’ effectiveness, under the EU-funded project entitled “Networking for Efficiency and Development (N4ED).”
The PMES is an efficient management tool for continuously assessing organizational performance and services and to take corrective actions, whenever appropriate. The PMES with its corresponding IT software solution will be used to set the key performance indicators (KPIs) and their respective baselines, to identify performance gaps, to plan actions, and to improve policies.
During the training sessions, we introduced the PMES indicators, evaluated the effectiveness of both organizational management and municipal services, and overviewed the functionalities of the PMES information platform. In addition, we instructed all representatives of municipalities on how to apply the PMES software and how to enter data into the system. The training sessions were followed with active discussions, while participants received comprehensive information about the relevant issues. Moreover, the advantages of introducing PMES in their respective municipalities was emphasized.
“The training session was very interesting, and I can only evaluate it positively. The training provided us with good basic knowledge of the PMES and its use. I will be glad to participate in the follow-up activities as well,” said Mr. Mamuka Darchia, Head of the Internal Audit Service of Batumi Municipality, while Mr. Giorgi Tavberidze, the Head of Economic Development and Property Management Service of Telavi Municipality noted that “the training session was great as the content was presented in a constructive manner with lots of opportunities to ask questions and discuss. It was a thought-provoking session, and I am glad to have had the opportunity to participate in it.”
