Evaluating EU Budget Support Programme for Agriculture and Rural Development in Moldova

22.09.2020

We have started a new project, evaluating EU budget support programme for agriculture and rural development in Moldova. This project is funded by the EU and is being implemented by PMCG as part of a consortium led by ADE.

Since 2016, the EU has provided support to rural development and agriculture in Moldova through European Neighbourhood Programme for Agriculture and Rural Development (ENPARD), the main goal of which has been to reduce rural poverty. Such assistance is provided to the Moldovan government and to NGOs/CSOs working directly with communities on the ground.

Through this project, PMCG experts will assess the extent to which the goals of the ENPARD’s budget support program have been met, paying particular attention to its results measured against its expected objectives, and the reasons underpinning such results. The evaluation will be conducted using five DAC evaluation criteria (relevance, coherence, effectiveness, efficiency, and sustainability).

The findings of the project will also yield lessons learned and corresponding recommendations in order to improve the design and implementation of future budget support programs in the field of agriculture and rural development in Moldova.

“This project is an important addition to our project portfolio in Moldova where, over the years, PMCG has been implementing impactful projects. Our activities are expanding and diversifying swiftly not only in Moldova, but in Eastern Partnership region,” said Tamar Medulashvili, Project Manager at PMCG.
