The evaluation explored how stakeholders and beneficiaries have been impacted by the implementation of the “Strengthening the Resilience of Populations Displaced by Instability in Northern Mali and Support for Peaceful Coexistence Between Communities” project.
It assessed the degree to which the project’s objectives were achieved using the six standard DAC evaluation criteria, namely relevance, coherence, effectiveness, efficiency, sustainability, and early signs of impact, in addition to the EU value-added criterion.
The primary users of this assessment will be the EU Delegation to Mauritania, the UN Refugee Agency, and relevant institutions in Mauritania.
As a part of the evaluation process, PMCG was involved in the following activities:
- Strengthening the resilience and self-sufficiency of Malian refugees, returnees, and internally displaced persons (IDPs);
- Maintaining peaceful coexistence between displaced populations and host communities, and strengthening the protection environment; and
- Facilitating the voluntary repatriation of refugees to countries of asylum.
The evaluation focused on the analysis of achievements, as well as the attainment and quality of results of interventions in the context of an evolving cooperation policy, while an increasing emphasis was placed on results-oriented approaches and contributions to the realization of the Sustainable Development Goals (SDGs).
