Roman Romanko

Roman Romanko is an expert in local economic development, asset management, and spatial planning, with over 20 years of experience.

He specializes in managing assets and natural resources, as well as decentralization and local governance reforms. Romanko has extensive experience in research, capacity building, training, and mentoring at both local and national levels, leading diverse teams across various regions in Ukraine. His leadership in procurement and grants management has contributed to numerous successful projects in Ukraine’s public sector.

Currently, Romanko serves as Senior Local Economic Development and Assets Management Lead at PMCG, working in the USAID HOVERLA Activity. Here, he supervises teams across Ukraine, collaborating with local and national governments. Notable achievements to which he has contributed include the creation of the nationwide Shelter Information System and the development of GIS-based tools for municipal asset management.

He has held various key roles in government and private sectors, including as an expert on spatial planning for GIZ GmbH’s U-LEAD program and as a consultant for the United Nations Development Programme (UNDP).

Romanko holds a PhD in Cadastre and Land Monitoring from the Kyiv National University of Construction and Architecture and has authored several research papers, while he is fluent in Ukrainian, Russian, English, and German.
