Study and Evaluation of Trends in General Education in Georgia

PMCG is partnering with Mathematica Inc. to develop a thorough understanding of the trends in general education in Georgia and to conduct a system diagnosis.
The analysis will focus on assessing the current situation in general education in terms of quality, equity and efficiency, as well as in terms of management, school climate, and learning. Moreover, it will portray how the “New School Model” contributes to “Whole School Improvement.” The study and evaluation will take into consideration the geographical, ethnic, and social needs of students and teachers with respect to potential challenges induced by the COVID-19 pandemic. It will serve the purpose of analyzing the impacts of the Georgian government and its agencies’ interventions on student learning outcomes and the school climate in the country overall.
This project employs a mixed-method evaluation, including quantitative surveys, along with in-depth interviews and focus group discussions with stakeholders throughout Georgia to achieve a thorough understanding of the issue at hand. Based on the study results, the project aims to provide decision-makers in this sector with a full picture of the current situation, enabling effective intervention and transformation planning.
In collaboration with Mathematica Inc., PMCG will carry out the following tasks:
- Prepare a detailed action plan and provide support in developing the inception and final reports;
- Conduct desk review and subsequent data analysis; and
- Develop and conduct quantitative surveys, as well as qualitative interviews and focus group discussions with key stakeholders.
The study is being carried out as part of the Innovation, Inclusion and Quality (I2Q) Project, financed by the World Bank.
