On-side Technical Assistance to the Chemical, Biological, Radiological, and Nuclear Centers of Excellence Secretariats in Kenya, Morocco and Georgia

The main objective of the project is to enhance the capacity of the centers of excellence (CoEs) secretariats in Morocco, Kenya and Georgia in the field of chemical, biological, radiological and nuclear (CBRN) risk mitigation. The project is designed to increase local ownership and strengthen regional cooperation against CBRN-related threats.

In the process, we are undertaking the following activities: 

• Assisting partner countries to perform and regularly update complete needs assessment at national level;
• Supporting these countries to develop a comprehensive CBRN National Action Plan, to prioritize needs and draft specific project proposals;
• Identify and formulate specific needs and gaps in the countries and in the wider regions in terms of CBRN-related risks;
• Supporting the secretariats to prepare roundtable meetings;
• Providing technical support to the secretariats and to the NFPs to deal with very specific technical issues raised by any of the CoEs’ activities;
• Liaising with partner countries to review and finalize terms of reference related to relevant regional project proposals;
• Defining and organizing needed trainings for the NFPs and national CBRN teams;
• Providing technical support to the EU delegations in the relevant regions dealing with CBRN-related issues;
• Facilitating the identification and involvement of local CBRN capabilities in the implementation of projects in coordination with the NFPs;
• Managing all of the administrative aspects of the projects regarding contractors’ responsibilities;
• Coordinating and supplying oversight for tasks associated with the smooth implementation of different activities;
• Reporting to the European Commission’s Directorate-General for International Cooperation and Development (DG DEVCO) on the technical progress as well as on the administrative and financial follow-up of the project;
• Ensuring the initiation of a risk mitigation strategy as necessary; and
• Cooperating closely with the DG DEVCO, and ensuring an efficient internal and external communication flow to safeguard the sustainability and dissemination of project results.​​
