Human Capital Project in Georgia

Project Description:

 PMCG is working on the World Bank’s Human Capital Project in order to support the Government of Georgia to prioritize human capital development in a sustainable way.

Georgia is listed as an “Early Adopter” of this World Bank initiative, which aims to develop a Human Capital Index (HCI) in order to advocate for investment in the human capital of future generations. Georgia, along with other pilot countries, is building narratives and anticipating policy commitments ahead of the World Bank Group’s annual meeting in October 2018.

The main goal of the project is to support Georgia to strengthen its human capital strategies, to improve measurement and provide analysis to support investments in human capital formation, and to increase demand for higher quality and quantity of investments in people.

In order to reach its goals, PMCG will undertake the following activities: 

• Supporting Georgia Focal Point for the Human Capital Project and the Program Leader (PL) to draft a country case study on government initiatives that address human capital needs;
• Supporting Georgia Focal Point for the Human Capital Project and PL to coordinate drafting and finalization of a human capital strategy as an input to 2018 annual meetings, including the articulation of entry points outside for health, social protection, and education;
• Identifying and annotating relevant policies across the HCI component areas: child survival, stunting, adult mortality, years of schooling, and harmonized education outcomes;
• Identifying and annotating existing government and development partner interventions related to HCI component areas;
• Identifying and annotating existing service delivery platforms, including institutional arrangements and particularly front-line delivery, related to HCI component areas;
• Identifying, gathering and analyzing public expenditure data on human capital investments and, to the extent possible, review donor assistance allocated to human capital investments;
• Identifying, gathering and analyzing social accountability mechanisms related to social services, including public perception surveys, public awareness campaigns, and grievance redress mechanisms.
