Team Leader – IT-enabled Services (ITES) Strategy & Implementation
Activity Area: Establishment and operationalization of a new institutional hub and free-zone–related ecosystem for IT-enabled services.
Global Objective
Provide strategic leadership in setting up and guiding a new institution designed to function as a competitive investment and free-zone–style hub for IT-enabled services. Ensure the agency is internationally recognized, attracts global and local investors, creates high-quality jobs, and strengthens the country’s digital economy.
Specific Objectives of the Assignment
- Strategy Development: Lead the design of a 5-Year Strategy for the institution, covering governance, mandate, incentive framework, infrastructure, workforce alignment, investment attraction, and marketing/communications.
- Implementation Support: Oversee operationalization of services aligned with international free zones/tech parks, and support delivery of KPIs such as resident attraction, job creation, export growth, and compliance.
- Stakeholder Engagement: Coordinate with government bodies, private sector, international partners, and investors to ensure alignment with global best practices in free-zone and agency management.
- Capacity Building: Mentor staff and transfer knowledge to ensure sustainability of the institution beyond the project lifecycle.
Qualifications and Skills
- Master’s degree in economics, business administration, public policy, or a related discipline from a recognized international institution.
- Excellent leadership, facilitation, and communication skills, with proven ability to manage diverse expert teams.
- Strong analytical and writing skills, with ability to synthesize complex institutional, legal, and market issues into actionable strategies.
- Fluency in English (written and spoken).
Professional Experience
- 15+ years of experience with investment promotion agencies, free zones, or technology parks, ideally involving both strategy design and operational management.
- Proven track record in strategy development covering governance, incentives, workforce development, and international positioning of investment destinations.
- Experience engaging with international investors, governments, and development partners (e.g., World Bank, IFC, EU, or similar institutions).
- Demonstrated success in delivering measurable results against KPIs such as resident attraction, exports, job creation, and compliance standards.
- Experience in organizing or overseeing international investment events, trade missions, or promotional campaigns.
Duration & Location
- Duration: 24 months.
- Tentative start: Q4 2025.
- Location: Hybrid – in-country missions and remote support.
