PMCG is implementing the Final Social Survey under the Second Urban Infrastructure Development Project (UIP2) in Ukraine. The project is financed by the World Bank and commissioned by the Ministry for Development of Communities and Territories of Ukraine.
The purpose of this assignment is to assess beneficiary satisfaction with municipal utility services, with a specific focus on evaluating improvements in water supply, sanitation, and solid waste management resulting from investments under UIP2. The survey builds on the 2018 baseline study and provides a comparative perspective on changes in service quality, efficiency, and user satisfaction during the 2018-2025 period.
The research covered nine Ukrainian cities – Kyiv, Kharkiv, Zhytomyr, Kropyvnytskyi, Cherkasy, Ternopil, Kolomyia, Vinnytsya, and Novovolynsk – with particular emphasis placed on solid waste management services in Kharkiv.
PMCG has already completed the fieldwork and survey phase, conducting around 5,000 household interviews through a representative sampling methodology. The field operations were carried out in line with rigorous methodological standards and conflict-sensitive safety protocols, ensuring high-quality data collection under challenging circumstances.
Currently, PMCG is finalizing the project, including the analytical phase and the preparation of detailed city-level and aggregate reports in both English and Ukrainian, which will present comparative assessments against the 2018 baseline and deliver strong statistical findings for stakeholders.
