The overall objective of the project is to develop a comprehensive concept paper for the new State Diaspora Program, designed in close collaboration with the Ministry of Foreign Affairs of Georgia’s (MFA) Department for Relations with Diaspora, the primary partner of the Shaping Development-Oriented Migration (MEG) Programme.

The project aims to promote gender equality by enhancing the participation of migrant women in cultural, economic, and public life. By addressing existing gender disparities, this initiative seeks to empower female migrants and ensure their inclusion in the broader development process.

The concept paper will integrate findings from a recently conducted in-depth survey that revealed the needs and attitudes of Georgian diaspora representatives, and will be tailored to address their insights accordingly.

In particular, the project encompasses the following key activities:

  • Desk research;
  • Key informant interviews;
  • Concept development;
  • Stakeholder feedback;
  • Submission of the final draft of the concept paper; and
  • Final presentation of the concept paper.

Finally, a detailed concept paper for the project will be compiled and presented to GIZ and the MFA, setting out clear objectives, actionable strategies, and a robust framework aligned with gender equality principles.

In addition, the PMCG team will also provide recommendations for the Gender Responsive Public Financial Management (GRPFM) program concept to ensure its seamless transition into a state program following a pilot phase.

This document will serve as a blueprint in addressing migrant women’s needs and fostering their greater inclusion in various aspects of society.
