Operating as a subcontractor of a consortium led by Castalia Ltd, PMCG is implementing the ADB-funded “Leveraging the Private Sector to Deliver Inclusive, Affordable, and Climate-resilient Housing in Central and West Asia” project. 

Overall, the project sets out to explore and recommend actionable steps for governments and private sector entities to contribute more effectively to inclusive, affordable, and climate-resilient housing ecosystems in Armenia, Azerbaijan, Georgia, the Kyrgyz Republic, Pakistan, Tajikistan, and Uzbekistan. 

Specifically, PMCG is engaged in Component 1, where it is conducting situation analysis of the Georgian housing sector. 

In the process, PMCG is examining government standards, strategies, and programs related to climate-resilient housing, as well as construction and housing finance mechanisms currently being practiced. 

Moreover, PMCG is looking into the green financing mechanisms available in housing development in the country, clarifying the sector’s supply chain and corresponding challenges at each stage therein. 

Stakeholder mapping of all relevant stakeholders and institutional functions is also to be carried out, while affordable housing projects in the government project pipeline will be identified, along with relevant public-private partnership (PPP) legislation.
